Establishes a permanent Special Envoy for the Human Rights of LGBTQI Peoples within the State Department's Bureau of Democracy, Human Rights, and Labor to coordinate U.S. foreign policy on LGBTQI human rights issues globally

Creates a sanctions framework requiring the President to submit biannual lists of foreign persons responsible for torture, prolonged detention, disappearances, or other serious human rights violations against LGBTQI individuals, with visa bans and entry prohibitions for listed persons and their immediate family members

Establishes the Global Equality Fund to provide grants and emergency assistance to civil society organizations working on LGBTQI rights abroad, and creates an LGBTQI Global Development Partnership at USAID to support inclusive development programs

Amends the Immigration and Nationality Act to recognize persecution based on sexual orientation or gender identity as grounds for asylum, grants Priority 2 refugee processing status to LGBTQI individuals from countries that criminalize such status, and creates a presumption against detention for LGBTQI asylum seekers as a "vulnerable group"

Requires annual human rights reports to include documentation of criminalization, discrimination, and violence against LGBTQI people in each country, including identification of the approximately 62 countries that criminalize same-sex relations
