Requires the Secretary of Agriculture to prioritize health care facilities and mental/behavioral health facilities (including certified community behavioral health clinics) for direct loans and grants under the USDA Community Facilities program for fiscal years 2026 through 2031

Expands allowable uses of Community Facilities funds to include medical supplies, telehealth capabilities and health care information systems, staffing needs, and renovation/remodeling of closed health care facilities

Caps staffing expenditures at no more than 25 percent of the direct loan or grant funds received

Prohibits the Secretary of Agriculture from making any other national reprioritizations within the Community Facilities direct loan and grant programs during fiscal years 2026 through 2031
