Amends the Small Tract Act of 1983 to authorize the Secretary of Agriculture to convey federal lands used as cemeteries, without payment, to state/local governments, Indian Tribes, or qualified New Mexico land grant-mercedes with historic claims to the property

Conveyances are limited to cemetery parcels of 40 acres or less, plus up to 1 adjacent acre, and the land must continue to be used as a cemetery or it reverts to federal ownership

Removes cemeteries from the existing Small Tract Act sale provisions and creates a separate conveyance process specifically for cemetery properties

Allows the Secretary to waive conveyance costs for recipients who demonstrate financial need

Preserves the application of the Native American Graves Protection and Repatriation Act (NAGPRA) to any properties conveyed under this legislation
