Requires the Secretary of the Army, Secretary of the Air Force, and Secretary of the Interior to jointly obtain three honorific plaques commemorating New Mexico's Downwinder communities within one year of enactment

Recognizes that Downwinder communities suffered generations of detrimental health effects, including cancer and infertility, from radioactive fallout following the first atomic bomb detonation on July 16, 1945

Directs placement of plaques at three publicly accessible locations: White Sands Missile Range (Army), Holloman Air Force Base (Air Force), and White Sands National Park (Interior)
