Amends the Alaska Native Claims Settlement Act (43 U.S.C. 1613(c)) to allow Village Corporations to reclaim land previously conveyed in trust to the State of Alaska for future municipal corporation establishment, provided no municipal corporation has been formed

Allows trust dissolution and land reversion to the Village Corporation upon formal resolution by both the Village Corporation and Native village residents requesting the dissolution

Eliminates the requirement for Village Corporations to convey any additional land in trust to the State for future municipal corporation establishment as of the Act's enactment date

Reverted land remains subject to valid existing rights, easements, rights-of-way for public roadway access, and any existing lease or use agreements which the Village Corporation must assume
