Amends Section 735 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 to add digital health technology provisions for treating traumatic brain injuries in service members

Requires the Secretary of Defense to establish a working group composed of military personnel, DoD civilian employees, and outside experts in TBI clinical care, biomedical informatics, engineering, and implementation science

Working group must develop a strategy that identifies capability gaps in TBI treatment addressable through AI and digital health technologies, and analyzes existing research, development, and commercial off-the-shelf solutions

Strategy must include recommendations for addressing identified gaps and an investment plan to advance technology readiness for fielding digital health TBI treatments

Secretary of Defense must brief congressional defense committees on the strategy by September 30, 2026
