Expedites defense article and service sales to qualifying countries by reducing the congressional notification period to 15 calendar days, down from standard timeframes under the Arms Export Control Act

Requires certifications to Congress explaining how defense transfers further U.S. policy goals and detailing safeguards to prevent sensitive U.S. technology from being acquired by China or Russia

Mandates the Secretary of State submit implementation strategy reports to Congress every 60 days, including status of pending defense sales over $25,000,000 and recommendations to improve transfer processes

Explicitly protects Israel's qualitative military edge, stating nothing in the Act shall adversely affect Israel's military advantage as defined in existing law
