Secretary of the Air Force must establish the "Commercial Low Earth Orbit Resilient Positioning, Navigation, and Timing Capability Demonstration" program and award at least one contract to a U.S.-based commercial provider

Contracted providers must complete capability demonstration within 18 months showing satellite systems that operate without GPS, resist jamming/spoofing, and achieve timing accuracy under 10 nanoseconds and position accuracy under 30 centimeters

Systems must be compatible with existing civilian GPS L1 or L5 receiver equipment without hardware modifications and demonstrate faster service restoration than current GPS if satellites are disabled

Within 180 days of successful demonstration completion, Secretary must award a follow-on production contract to at least one successful provider for operational deployment

Secretary must brief and report to House and Senate Armed Services Committees within two years on provider assessments, demonstration results, and deployment strategy
