Secretary of Agriculture required to establish an emergency relief program providing payments to producers who experience crop losses from disasters including drought, wildfire, hurricane, flood, derecho, excessive heat/moisture, winter storms, and freeze events

Payment recipients must purchase Federal Crop Insurance or Noninsured Crop Disaster Assistance Program coverage for the following 2 crop years as a condition of receiving assistance

Payment limits per crop year: $125,000 each for specialty/high-value crops and other crops (producers with less than 75% farm income), or $900,000 for specialty crops and $250,000 for other crops (producers with 75%+ farm income)

Total payments capped at 90% of qualified losses for insured producers or 70% for uninsured producers, with qualified losses including prevented planting, crop quality degradation, and smoke exposure damage to wine grapes

Authorizes appropriations for fiscal years 2025-2030, with up to 1% available for USDA administrative costs
