Amends the Federal Lands Recreation Enhancement Act to clarify how the America the Beautiful pass (National Parks and Federal Recreational Lands Pass) applies to motorcycles at per-vehicle fee sites

Ensures the pass covers entrance and standard amenity recreation fees for the passholder and passengers in a single private, noncommercial vehicle

Allows motorcycle passholders to have one additional motorcycle with passengers accompany them under the same pass, addressing fairness concerns for motorcyclists who previously paid the same fee as cars but received less coverage
