Secretary of State must submit initial classified diplomatic posture review report to Congress within 180 days of enactment, with annual updates thereafter, including an unclassified summary

Report must inventory all State Department posts worldwide (embassies, consulates, liaison offices, virtual presence posts, etc.) and assess how well they serve American citizens overseas with consular services and emergency assistance

Report must detail foreign assistance by country and budget account, list international financial obligations in arrears, and describe costs of operating each diplomatic post by country

Secretary must appoint a Coordinator with expertise in international relations and data-driven management to develop the review, reporting directly to the Secretary

Secretary must provide classified briefings to congressional committees within 30 days of each report submission covering planned diplomatic posture adjustments and additional resources needed from Congress
