Reduces the drought eligibility threshold for the Livestock Forage Disaster Program from 8 consecutive weeks to 4 consecutive weeks during the normal grazing period, qualifying producers for 1 monthly payment

Increases payments for producers experiencing 8 or more consecutive weeks of drought from 1 monthly payment to 2 monthly payments

Adds "drought" as an explicit qualifying condition for the Emergency Assistance for Livestock, Honey Bees, and Farm-raised Fish Program

Requires the Secretary of Agriculture to establish documentation standards for farm-raised fish producers, including standards for collecting data, crawfish production related to harvest reductions, and defining drought-related loss conditions

Expands eligibility for crawfish producers to receive emergency assistance for harvest losses due to adverse weather or drought
