Removes the U.S. policy of denial for exports, re-exports, and transfers of defense articles and services on the United States Munitions List to the Republic of Cyprus, effective upon enactment

Limits eligibility to requests made by or on behalf of the Cypriot government where the end-user is the Cypriot government, and maintains denial authority for credible human rights concerns

Allows the President to waive the arms export provisions for one fiscal year if deemed essential to national security interests

Permits the President to terminate the embargo removal for 5-year periods (renewable) if Cyprus stops cooperating on anti-money laundering reforms or begins allowing Russian military vessels access to ports for refueling and servicing

Expresses congressional support for UN-facilitated efforts to resolve Cyprus's division, enhanced U.S.-Cyprus security cooperation, expanded joint training between Cyprus National Guard and New Jersey National Guard, and Cyprus joining NATO's Partnership for Peace program
