Amends the Conservation Stewardship Program to provide supplemental payments for producers who adopt, improve, manage, and maintain perennial production systems, including agroforestry, perennial grains, silvopasture, and multifunctional riparian buffers

Allows automatic contract renewal for producers who installed perennial production systems during their existing 5-year contract period, provided they demonstrate compliance and agree to adopt new conservation activities

Establishes "climate change mitigation bundles"—state or region-specific groupings of conservation activities designed to reduce greenhouse gas emissions or increase carbon sequestration—for cropland, pastureland, rangeland, and forest land

Requires the Secretary of Agriculture to adjust planned annual payments for inflation covering planning, design, materials, installation, labor, management, maintenance, and training costs over the contract life

Mandates a report to Congress within 2 years on climate change mitigation bundle adoption, including producer feedback, demographic data, barriers to adoption, and estimates of greenhouse gases mitigated per acre for each bundle offered
