Authorizes $100 million annually for 10 years for grants to states, local governments, and nonprofits to create alternatives to criminalizing homelessness, including law enforcement diversion programs and mobile crisis intervention teams

Creates a new CDBG Plus Program with $6 billion annually to fund affordable housing construction, permanent supportive housing, public infrastructure (bathrooms, water fountains), and ADA compliance projects for homeless and housing-unstable populations

Authorizes $10 billion annually each for Emergency Solutions Grants and Continuum of Care programs, plus $1 billion for FEMA emergency food and shelter grants, with funding partially offset by new real estate taxes

Imposes three new federal taxes: 5% tax on real property sales over $10 million, 10% tax on real estate transfers involving anonymous shell companies, and 1% rental tax on landlords owning more than 1,000 units in a metro area or 2,000 units nationally

Establishes voting access protections for homeless individuals through Election Assistance Commission grants and studies, permanently reauthorizes the U.S. Interagency Council on Homelessness with a new advisory board, and extends federal property availability periods for homeless assistance organizations from 30 to 365 days
