Grant funds may be used for infrastructure and utility improvements, housing reconstruction or replacement, land acquisition, weatherization, accessibility modifications, relocation assistance, eviction prevention, and down payment assistance

Prohibits rehabilitation of manufactured homes built before June 15, 1976; replacement homes must meet current Manufactured Home Construction and Safety Standards

Prioritizes grants to projects benefiting low- and moderate-income residents and preserving long-term housing affordability, with authority to set aside funds specifically for Indian Tribes and tribally designated housing entities
