Establishes a 5-year Export Control Officer Program within the Bureau of Industry and Security (BIS) requiring at least 20 export control officers stationed at U.S. diplomatic or consular posts abroad, up from the current 11 officers

Requires the Secretary of Commerce to appoint a Program Director within 90 days of enactment to oversee hiring and coordinate with the Secretary of State to ensure geographic coverage across all world regions

Officers will conduct end-use checks to verify controlled U.S. exports are used in compliance with license requirements and are not diverted to unauthorized users

In 2024, BIS processed over 45,000 license applications valued at over $500 billion and conducted over 1,400 end-use checks in 60 countries with only 11 officers covering multiple countries each

Officer duties include liaising with foreign governments on export control cooperation, performing industry compliance outreach, and identifying priority targets for end-use checks
