Secretary of Defense and Secretary of Veterans Affairs must jointly establish a system within 1 year to allow updating of deceased veterans' health records with observed health conditions and relevant health information

Updates may be made by an individual designated by the deceased enrollee, or if no designation exists, by an immediate family member (spouse, parent, sibling, adult child, or person in loco parentis)

Supplemental information must be added to existing records without modifying the original health information

Applies to individuals who were enrolled in the VA patient enrollment system or entitled to care under the TRICARE program at the time of death
