Expands Post-9/11 GI Bill benefit transfer eligibility to include service members who have already separated from the uniformed services, not just active members

Creates new qualification pathway requiring 10 years of total uniformed service with at least 6 years in the Armed Forces

Removes requirement that transfers to dependents may only occur while the service member is actively serving in the Armed Forces

Allows benefit transfers to be executed "at any time" rather than only during active service
