Mandates annual reporting to Congress beginning 180 days after enactment, covering Office operations, budget, staffing levels, outreach activities conducted, and analysis of SBA lending programs serving rural small businesses

Updates statutory references to replace the defunct U.S. Tourism and Travel Administration with the National Travel and Tourism Office of the Department of Commerce

Defines "resource partners" to include small business development centers, women's business centers, SCORE chapters, and Veteran Business Outreach Centers; defines "rural small business concern" using existing Small Business Act criteria
