Requires the Comptroller General (GAO) to analyze federal government effectiveness in implementing the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) for military voters

GAO must examine ballot transmission data, ballot rejection rates and reasons, effectiveness of Department of Defense Voting Assistance Officers, and coordination between military officials and state/local election administrators

GAO must study methods to improve voter registration information and assistance access for Armed Forces members and their families, including cost estimates to fully meet these needs

Report due to Senate Rules Committee and House Administration Committee by September 30, 2027
