Prohibits foreign adversaries and state sponsors of terrorism from purchasing any public or private real estate in the United States, including through agents, instrumentalities, or affiliated persons

Directs the President to have federal departments and agencies create rules and regulations to enforce the prohibition

Defines "foreign adversary" as any foreign government or nongovernment person engaged in long-term patterns of conduct significantly adverse to U.S. national security or the safety of U.S. persons

Defines "state sponsor of terrorism" based on existing Secretary of State determinations under the Export Control Reform Act, Foreign Assistance Act, and Arms Export Control Act

Applies to all U.S. states, D.C., Puerto Rico, Northern Mariana Islands, American Samoa, Guam, U.S. Virgin Islands, and other U.S. territories
