Secretary of State must develop and submit a strategy within one year to increase U.S. cooperation with African allies on technology, artificial intelligence, and entrepreneurship development in sectors including finance, agriculture, health, energy, and education

Secretary of State must convene a summit in Africa within one year with representatives from covered countries (Egypt, Nigeria, Morocco, Ghana, Kenya, Rwanda, Senegal, Tunisia) and U.S. allies to coordinate on strategy implementation

Strategy must analyze how tech investments can improve regional security and counter-terrorism, identify barriers to entrepreneurship, and assess economic obstacles limiting U.S. company investments in African innovation

Summit report due to Congress within 180 days of conclusion, covering outcomes, recommendations for future summits, and findings on increasing technology investment in Africa

Developed jointly by Secretaries of State, Defense, and Treasury in consultation with U.S. Africa Command; authorizes such sums as necessary for implementation
