Requires the Assistant Secretary for International Narcotics and Law Enforcement Affairs to report to the Under Secretary for International Security Affairs, restructuring the State Department chain of command

Mandates at least 20% of the Bureau's annual budget be allocated to the Narcotics Rewards Program and Transnational Organized Crime Rewards Program, with up to $25,000,000 available for bounties leading to capture or interdiction of international criminals

Limits foreign justice system strengthening activities (judicial capacity, prison systems, asset recovery) to no more than 10% of total grant funding

Requires coordination with FBI, DOJ, DEA, ICE, Department of Defense, and intelligence community on rewards program priorities, with emphasis on transnational criminal organizations that also qualify as designated foreign terrorist organizations

Establishes annual certification requirement to Congress that U.S. enforcement personnel posted abroad comply with Foreign Service Act chief of mission authority provisions
