Converts the State Department's emergency repatriation loan program into a grant program, eliminating the requirement for U.S. citizens abroad to repay assistance funds

Expands eligibility for repatriation assistance to include lawful permanent residents of the United States and third-country nationals, in addition to U.S. citizens

Replaces all loan-related terminology and requirements with grant provisions, including changing "borrower" to "grantee" and "loan agreement" to "grant agreement"

Eliminates nine paragraphs (3 through 11) of existing loan repayment provisions from the State Department Basic Authorities Act

Requires the Secretary of State to update the "Repatriation Loans" section of the Foreign Affairs Manual to reflect the conversion to grants
