Prohibits use of grant funds for construction or acquisition of new facilities

Requires applicants to submit a plan detailing proposed improvements and subjects selection to criteria including demonstrated need, plan quality, and organizational capacity

Authorizes $10,000,000 in appropriations to the VA to carry out the program, with funds available until expended
