Creates a payment program administered by the Secretary of Agriculture through the Farm Service Agency for timber harvesting and timber hauling businesses that lose at least 10% of gross revenue in a 30-day period or quarter due to a major disaster

Eligible entities include any timber harvesting or hauling business that harvested or hauled unrefined timber products in the previous calendar year; major disasters include those under the Stafford Act plus insect infestations

Payment amount equals 10% of the eligible entity's gross revenue during the affected period, and recipients must certify funds will be used only for operating expenses

Requires the Secretary to submit reports within 180 days of enactment and annually thereafter to House and Senate Agriculture committees identifying payment recipients and amounts

Authorizes $50,000,000 annually for fiscal years 2026 through 2029; regulations must be issued within 30 days of enactment and are exempt from standard notice-and-comment and Paperwork Reduction Act requirements
