Expands eligibility so all veterans residing or traveling abroad can access VA-covered hospital care and medical services, regardless of whether their condition is related to military service

Requires the VA to update its payment system to allow electronic fund transfer reimbursements for medical care provided under the Foreign Medical Program

Directs the Secretary of Veterans Affairs to assess the feasibility of contracting with non-VA entities to build a network of foreign healthcare providers, including evaluation of administrative burden impacts on veterans
