Secretary of Homeland Security must conduct biennial surveys of tactical infrastructure along the southern border, with the first survey due within 180 days of enactment

Each survey must measure miles of border without tactical infrastructure and describe deficiencies in existing structures and technology

Survey reports must be submitted to House and Senate homeland security committees within 90 days of each survey's conclusion, in unclassified format with optional classified annex

When deficiencies are identified, the Secretary may waive all legal requirements (including environmental regulations) to expedite corrections under authority from the Illegal Immigration Reform and Immigrant Responsibility Act of 1996

"Deficiency" is defined as infrastructure or technology that is not operational or cannot serve its intended function due to damage, deterioration, or unmet maintenance
