Requires the State Department's Bureau of Counterterrorism to develop and maintain written counterterrorism strategies for each country or region with significant terrorist threats or ongoing U.S. counterterrorism engagement

Strategies must identify specific threats, articulate clear objectives, outline coordination with interagency and international partners, and describe metrics for assessing progress and success

Bureau of Counterterrorism designated as the lead entity for these strategies, which must align with broader U.S. foreign policy goals and account for local political, economic, and social dynamics

Strategies must be reviewed and updated annually, or more frequently if significant changes in threat dynamics or policy priorities occur

Bureau must brief Congress within 90 days on prioritized countries/regions for strategy development, and provide annual briefings on strategy implementation and how strategies inform funding and diplomatic engagement
