Amends the Federal Meat Inspection Act to exempt custom slaughter facilities from federal inspection requirements when meat is processed and sold within the same state

Allows custom-slaughtered meat to be sold to household consumers, restaurants, hotels, boarding houses, and grocery stores within the state where processing occurs

Requires all slaughtering and preparation activities to comply with the laws of the state where the custom slaughter facility is located

Defines "State" to include all 50 states, the District of Columbia, and U.S. territories and possessions

Explicitly preserves state authority to regulate custom slaughter facilities and meat sales without federal preemption
