Establishes the "Healthy Drinking Water Affordability Assistance Program" within USDA to provide grants for purchasing, installing, and maintaining point-of-entry and point-of-use water filtration systems in rural areas

Eligible recipients include homeowners, renters, multi-unit residential buildings with 25 or fewer units, and licensed child-care facilities with documented water contamination from contaminants such as lead, arsenic, nitrates, PFAS, or hexavalent chromium

Limits eligibility to households with income at or below 150% of the median non-metropolitan household income for their state, with priority given to those relying on private wells

Requires water filtration products to be third-party certified to NSF/ANSI standards for health contaminant reduction and installed/maintained by qualified professionals

Authorizes $10 million annually for fiscal years 2025 through 2029 and mandates annual reporting to Congress on program outcomes, contamination trends, and barriers to safe drinking water access
