Establishes a Community College and Postsecondary Vocational Institution Initiative Program within the State Department's Bureau of Educational and Cultural Affairs to provide scholarships for international students, scholars, and technical experts to study at U.S. community colleges and vocational schools for up to one academic year

Creates a capacity-building program to help U.S. community colleges and vocational institutions develop and expand study abroad programs through small grants, faculty training workshops, curriculum guides, and hybrid virtual/in-person exchange models

Targets educational exchanges in 11 key development sectors including food systems and agriculture, entrepreneurship, early childhood education, engineering, information technology, health, tourism, water security, and environmental resilience

Requires the Secretary of State to consult with Congress within 1 year on implementation, including prioritized countries, existing partnerships, and progress in expanding relationships with eligible institutions

Directs the State Department and USAID to provide technical assistance and feedback to community colleges and vocational schools on grant applications to improve their participation in exchange programs
