Secretary of Agriculture would establish noncompetitive cooperative agreements with State, local, and Tribal governments to purchase unprocessed or minimally processed local foods (seafood, meat, dairy, eggs, produce, poultry) from producers within 400 miles of delivery destinations

At least 25% of annual purchases must come from small-size producers (under $350,000 gross income), mid-size producers ($350,000-$999,999), beginning farmers, or veteran farmers

Funding allocates 10% to Tribal governments, 1% to each State, with remaining amounts distributed using the Emergency Food Assistance Act formula

Eligible entities may use up to 25% of funds for administrative expenses and technical assistance, with at least half of that amount dedicated to technical assistance for producers including food safety training

Provides $200 million annually from Commodity Credit Corporation starting fiscal year 2026, plus authorizes an additional $200 million in appropriations for fiscal years 2026-2030
