Amends the Magnuson-Stevens Fishery Conservation and Management Act to expand fishery resource disaster relief eligibility to include freshwater fisheries, specifically targeting red swamp crawfish (Procambarus clarkii) and white river crawfish (Procambarus zonangulus)

Creates new "infrastructure-related cause" category for disaster declarations, covering events caused by operation or failure of federal or state infrastructure including flood control systems, spillways, levees, and diversions

Requires disaster relief requests for crawfish fisheries to include information on hydrological conditions, water quality degradation, extreme flooding or drought, and other environmental disruptions affecting viability

Expands eligible disaster causes to include infrastructure-related events alongside natural and anthropogenic causes, allowing any combination of these factors to qualify

Preserves existing eligibility for marine and anadromous fisheries, ensuring the expansion does not reduce current disaster assistance coverage
