Amends the Defense Production Act of 1950 to exclude environmental protection purposes from the "domestic energy supplies" provision under Title I priority and allocation authorities

Prohibits the President from denying financial support under Title III (sections 301, 302, or 303) to companies based on their involvement in fossil fuel-based energy activities

Protected activities include exploration, development, production, utilization, transportation, or sale of fossil fuel-based energy

Creates an exception allowing denial of support for projects specifically involving the production of energy itself
