Secretary of Agriculture would provide $150,000,000 in capitalization grants to states in fiscal year 2026 to establish revolving loan funds supporting grocery stores in underserved communities

Loans can be used to open new grocery stores (excluding new construction), support existing store operations, provide healthy food access, or sustain stores that prevent a community from becoming underserved

Eligible grocery stores must emphasize unprocessed healthful foods, provide raw fruits and vegetables, offer staple foods at affordable prices, and match at least 20% of loan amounts from non-Federal funds

Loans must be made at or below market interest rates, with terms not exceeding 30 years, and individual loans cannot exceed 10% of a state's available annual fund amount

States may charge up to 4% administrative fees, and funding is distributed among states proportionally based on their underserved community populations
