Inspections must be conducted at all departure and interline airports, ports of departure, and U.S. Postal Service destination sectional center facilities serving Hawaii

Secretary of Agriculture must publish a list of high-risk invasive species and agricultural materials subject to inspection in the Federal Register within 180 days of enactment

Authorizes seizure and disposal of prohibited invasive species and agricultural materials discovered during inspections

Establishes user fees to cover the full cost of preclearance quarantine inspections, with fees collected from travelers and shippers arriving in Hawaii
