Appropriates $1 billion annually for FY2025-2029 each for emergency homeless relief grants and the Housing Trust Fund, with 75% of emergency grants required for permanent supportive housing

Permanently authorizes McKinney-Vento Homeless Assistance Act grants and the U.S. Interagency Council on Homelessness, while providing funding priority to jurisdictions that have adopted policies decriminalizing homelessness
