Designates approximately 246,000 acres of federal land in California's Los Padres National Forest and BLM lands as wilderness areas, including new Caliente Mountain, Soda Lake, Temblor Range, and Diablo Caliente wilderness areas, plus additions to existing Chumash, Dick Smith, Garcia, Machesna Mountain, Matilija, San Rafael, Santa Lucia, and Sespe wilderness areas

Adds approximately 159 miles of rivers to the National Wild and Scenic Rivers System, including Indian Creek, Mono Creek, Matilija Creek segments, and extends protections for Sespe Creek, Sisquoc River tributaries, and Piru Creek

Establishes the 41,082-acre Fox Mountain Special Management Area and designates two scenic areas: Condor Ridge Scenic Area (18,666 acres) and Black Mountain Scenic Area (16,216 acres), all withdrawn from mineral leasing and mining claims

Requires the Forest Service to study feasibility of establishing the Condor National Scenic Trail connecting northern and southern portions of Los Padres National Forest, and to study a new off-highway vehicle trail in Ballinger Canyon area

Ensures tribal access to designated areas for traditional cultural and religious purposes, with authority for temporary closures to protect privacy during tribal ceremonies
