Establishes the Democracy Advancement and Innovation Program to provide annual federal allocations to states for election administration improvements, including voting equipment upgrades, cybersecurity, poll worker recruitment and protection, and expanding voting access for underserved communities

Creates the State Election Assistance and Innovation Trust Fund with $2.5 billion appropriated annually for fiscal years 2026-2035 to fund the program

Establishes a new independent Office of Democracy Advancement and Innovation, headed by a presidentially-appointed Director serving 6-year terms, to administer the program in consultation with the Election Assistance Commission

Requires states to submit plans 90 days before each fiscal year detailing proposed democracy promotion activities; if a state fails to submit a plan, individual political subdivisions within that state may apply directly for funding

Prohibits use of funds for voter intimidation, removal of election administrators without cause, defending voter suppression lawsuits, unreliable voter roll purges, or purchasing voting machines without voter-verifiable paper ballots
