Amends the National Voter Registration Act of 1993 to prohibit formal challenges to a registered voter's status unless the challenger provides clear and convincing evidence from an individual inquiry (not mass computerized data matching), attests under penalty of perjury to personal knowledge of ineligibility, and is registered to vote in the same jurisdiction as the challenged voter

Requires state and local election officials operating online challenge portals to reject anonymous submissions and display information about the prohibition on bad faith challenges

Creates a private right of action allowing aggrieved voters to sue for compensatory damages plus punitive damages up to $1,000 per violation, without requiring prior notice to state election officials

Establishes criminal penalties of up to 6 months imprisonment and/or fines for knowingly and negligently filing false voter registration challenges, with organizations subject to $10,000 fines per violation

Applies to voter registration challenges made after the date of enactment
