Under Secretary of Commerce for Industry and Security must modernize Bureau of Industry and Security (BIS) IT systems on an ongoing basis through fiscal year 2030

Modernization includes replacing primary IT systems with a unified environment featuring case management, data analytics, supply chain illumination tools, and decision-making capabilities to streamline export license adjudication

Systems must enhance processes for maintaining lists of foreign persons threatening U.S. national security, support Entity List deliberations, and track military end users in countries of concern including China, Russia, and Iran

Modern data sharing interfaces must be expanded to share data safely with industry, federal agencies including the intelligence community, and international partners

Authorizes $25,000,000 annually for fiscal years 2026 through 2029 to implement the modernization
