Secretary of Agriculture must submit annual reports to the Senate Committee on Agriculture, Nutrition, and Forestry and House Committee on Agriculture on food security and diet quality in the United States, with the first report due within 1 year of the effective date

Reports must analyze food security and diet quality for both SNAP participants and nonparticipants

Reports must summarize legislative and Executive branch changes made to SNAP during the covered year and analyze the impact and effectiveness of those changes on food security and diet quality

Reports must include recommendations to Congress for improving food security and diet quality for both SNAP participants and nonparticipants

Act takes effect 180 days after enactment and amends the Food and Nutrition Act of 2008 by adding a new Section 32
