TSA Administrator must establish within 180 days a system at domestic airports to expedite gate passes and flight access procedures for caregivers, parents, and guardians accompanying minors (under 18) or passengers needing health/mobility assistance

Air carriers may offer up to two gate passes to caregivers accompanying a minor or passenger needing assistance to a departing flight

Caregivers with TSA Pre-Check may apply their Known Traveler Number privileges to gate passes, with the same status notation as on regular tickets

For wheelchair users, a gate pass may only be issued to the caregiver who is actually pushing the wheelchair
