Establishes the Pacific Counternarcotics Initiative to help 16 Pacific Island nations seize, store, and destroy listed chemicals used in illicit drug production, including the Cook Islands, Fiji, Papua New Guinea, Palau, and the Marshall Islands

Requires the Secretary of State to submit an implementation plan within 90 days, including 5-year country strategies with timelines, budgets, benchmarks, and assessments of law enforcement capability gaps

Mandates annual progress reports to Congress for 5 years tracking each country's progress on chemical seizures, benchmark compliance, and quantities of listed chemicals destroyed

Authorizes assistance for international law enforcement training, interoperable communications and data-sharing systems, infrastructure improvements, and addressing security vulnerabilities and corruption risks

Funded through existing appropriations under section 481 of the Foreign Assistance Act (22 U.S.C. 2291) for international narcotics control
