Requires the Secretary of Veterans Affairs to notify the Attorney General within 30 days that transmitting veteran beneficiary information to the national instant criminal background check system (NICS) since November 30, 1993 was improper or no longer applies

Applies to veterans whose personal information was reported solely because the VA appointed a fiduciary to manage their benefits under section 5502 of title 38

Prohibits treating a person as "adjudicated as a mental defective" under federal firearms law (18 U.S.C. § 922) solely because the VA determined them mentally incompetent or assigned them a fiduciary

Effectively restores firearm purchasing rights for veterans who lost them only due to VA fiduciary appointments, not court adjudications
