Secretary of Housing and Urban Development must investigate whether pad site prices in manufactured home communities are being manipulated through market manipulation or price gouging practices

HUD must submit a report to Congress within 270 days including a long-term strategy to address price manipulation, utilizing data on race, gender, and socioeconomic status, and analyzing how institutional investors impact seniors and underserved communities

HUD must monitor manufactured home and pad site purchases in each U.S. housing market area to identify excessive purchasing by single buyers, including institutional investors

If any single purchaser has acquired more than 2,500 manufactured homes or pad sites in a market area since January 1, 2015, HUD must investigate for price gouging, above-median rent increases, or failure to provide utilities

Investigation reports on excessive purchases must be submitted to Congress and made publicly available within 1 year of the investigation's conclusion
