Amends the Reclamation States Emergency Drought Relief Act of 1991 to allow water transfers from the Orland Project to the Sacramento Canal Unit of the Central Valley Project at any time, regardless of water year type

Requires the Orland Unit Water Users Association to request the transfer and the Secretary of the Interior to determine the action is consistent with Central Valley Project purposes

Specifies the transfer does not constitute a new or supplemental benefit under the Reclamation Reform Act of 1982

Protects existing valid water rights and pending water rights applications from being affected by the legislation

Prohibits any redirected impacts to the Orland Project from temporary water supply contracts executed under this provision
