Mandates annual audits of all DHS nominations of U.S. persons on terrorism watchlists to verify information accuracy and confirm continued compliance with Watchlisting Advisory Council criteria

Establishes a monthly random audit program beginning 90 days after enactment to review DHS nominations of all individuals on terrorism databases for errors and eligibility

Requires DHS to notify FBI and NCTC within 24 hours when audits identify errors, and to consult with agency directors if corrections are not made within 30 days

Requires annual reports to the House Homeland Security Committee and Senate Homeland Security and Governmental Affairs Committee on the number of identities referred for corrections or retractions, disaggregated by U.S. persons and non-U.S. persons
